Hon DCN Joseph Otirhue, Chairman Delta State Local Government Service Commission has congratulated the immediate past Executive Governor of Delta State, His Excellency Dr Arthur Ifeanyi Okowa on his 64th birthday.
Joseph Otirhue in his message described Senator Dr Arthur Ifeanyi Okowa as a man of equity and justice.

My dear leader, I extend my warm birthday wishes and felicitation to you. You have being a leader in progress ever since I met you.
Your ceaseless effort and push for a better Delta State has endeared many to you as you have proved yourself to be just and fair many times.

I am happy to greet a leader who has dedicated his life to serving the people and making Delta State great.
It is my utmost prayer that the good Lord who has ordered your steps and kept you safe all this years, continue to bless and keep you safe.
