The Chairman of the Delta State Civil Service Commission Chief (Mrs) Nkem Patience Okwuofu has stressed that merit and quality still exist in the state civil service.
The Chairman stated this at the Professor Chike Edozien Secretariat during her routine Monitoring and evaluation visit to the Ministry of Justice, where she fielded questions from staff at the conference Hall, in Asaba.
She told the staff who forgot every file on their table to receive her and her entourage that even though they have not had the opportunity to recruit staff for some time now, recruitment is still strictly on Merit with each position advertised for, having its required qualifications .
" If you have a first class, whether in the academics, to go and teach or lecture in any of the institutions, if you apply outside what was required, they won't look at your papers. There is still Merit in the Civil Service Commission. It is that standard that is making us sit down with you all to discuss. We have seen a lot of improvement with you and we are happy "
" Please note that whenever work is advertised for, they must include the qualification. We observe quality and we stick to the rules " , She added.
Chief Okwuofu enjoined staff of the State who are embarking on further studies to seek permission from the authorities before doing so to avoid sanctions, emphasising that their studies must be relevant to their primary duties and profession and in turn have positive impact on others.
She explained that when a staff leaves for studies without due permission, it means he or she has absconded from duty which amounts to summary dismissal, remarking further that there are officers assigned to monitor those on study leave.
She added, " We have names of all officers on study leave. What you are studying, and when you will return back . You keep to your bond and when you don't, we know how to get to you"
" When you do not come back, two things happen. First we summon you, dismiss you. We also get our money back for the government through your pension "
" The money you earned during the period of your leave, we would get it back . We must catch up with you. We have recovered over 30 million naira and have caught up with over 30 officers who have over spent their study leave time . We give it to pre-audit and once they confirm the figures to us, we get our pay back from your pension ". She stated.
Okwuofu advised civil servants to bow out of service at the appropriate retirement year and date to avoid unfortunate situation that could reduce their retirement benefits.
Thomas Anigara Esq, a staff of the Ministry during the interactive session, asked questions which bordered on the issue of promotion and recruitment into the civil service.
The Director of Public Prosecution, Mrs Efe Odogwu Jesin Odogwu, Okediadi O O Esq, and others, while the session lasted asked other salient questions on the way forward as they made useful suggestions on how the civil service could be at its best with optimal service delivery.
